Organizational information and communication technologies and their influence on communication visibility and perceived proximity

This study investigates the relationships between the use of various organizational ICTs, communication visibility, and perceived proximity to distant colleagues. In addition, this study examines the interplay between visibility and proximity, to determine whether visibility improves proximity, or vice versa. These relationships are tested in a global company using two waves of panel survey data. ESM use increases communication visibility and perceived proximity, while controlling for prior levels of visibility, proximity, and the use of other organizational ICTs. In this article, we discuss the democratic conditions for parliamentary oversight in EU foreign affairs. Our point of departure is two Interinstitutional Agreements (IIAs) between the Council and the European Parliament (EP), which provide the latter with access to sensitive documents. To shed light on this issue, we ask to what extent these contribute to the democratic accountability in EU foreign policy? It is argued that the IIAs have strengthened the EP’s role in EU foreign affairs by giving it access to information to which it was previously denied. This paper aims to outline the benefits justifying a tailored approach to System Dynamics (SD) modelling in the public sector, to improve performance and foster decision makers' accountability. The need of combining an ‘internal’ with an ‘external’ perspective (in respect to decision makers) in developing SD models is claimed. This paper discusses the limitations and risks associated with the use of output-oriented measures to assess public school performance. In particular, it questions the capability of the performance measures set by external institutions, with respect to schools, to support sustainable educational outcomes. To this end, the ‘street-level bureaucracy’ theory is used in the paper as a basis to analyse the behavioural distortions generated by perceived public service gaps at school level policy implementation.
